FINANCING MEMORANDUM FOR EURO 61.9 MILLION GRANT FOR NUCLEAR SAFETY IS SIGNED

On 29 June Minister of Finance Milen Veltchev in his capacity of a National EU Aid Coordinator signed Financing Memorandum for Euro 61.9 million granted to the Republic of Bulgaria by the European Commission. H. E. Dimitris Kourkoulas – Head of EC Delegation to Sofia, signed the document on behalf of EC.
The Memorandum, which is called 2003 PHARE Special Programme to Support the Decommissioning of Nuclear Power Plant and Consequential Measures in the Energy Sector in Republic of Bulgaria, was approved by Government’s decision on 18 June.
Pursuant to this document Bulgaria receives grant in two directions:
§ Financial aid by the European Bank for Reconstruction and Development to the amount of Euro 60 million. These funds will be spent in compliance with the Framework Agreement between the Republic of Bulgaria and the European Bank for Reconstruction and Development from 2001 and the operational management will be performed after coordination between the bank and the Ministry of Energy and Energy Resources.
§ PHARE BG 2003/005-867.02 Assistance to Bulgarian Nuclear Regulatory Agency in the Development of Requirements and Procedures for Decommissioning of Kozloduy Units 1 and 2 Project to the amount of Euro 1.90 million. These funds will be used to strengthen nuclear safety in Bulgaria and provide compliance with Western European approaches in nuclear units decommissioning.
