Code of Conduct Group Chair Lyudmila Petkova Talks with Representatives of European Parliament Subcommittee on Tax Matters

The European Parliament Subcommittee on Tax Matters initiated a meeting for an exchange of views with Ms. Lyudmila Petkova, Director of Tax Policy Directorate of the Ministry of Finance, who has been chairing the Code of Conduct Group on Business Taxation to the Council of the European Union since 2019.

The meeting builds up on the exchange of views between the Group and the Subcommittee held in April 2021 and focuses on the state of play of the reform of the Code of Conduct on Business Taxation as well as on the EU listing process of non-cooperative jurisdictions for tax purposes. In October 2021 the European Parliament adopted a resolution in which it fully supports the reform of the Code of Conduct and proposes concrete changes thereto. Among the topics discussed were the effective tackling of unfair tax competition, the preferential regimes for physical persons, the expansion of the Group’s mandate, the interaction of the international arrangements regarding minimum effective taxation with the Code of Conduct’s criteria and the EU list of non-cooperative jurisdictions, as well as the challenges arising from the digitalisation and globalisation of the economy.

Ms. Lyudmila Petkova emphasized that the efforts were now focused on the revision of the Code of Conduct Group’s mandate and criteria, the geographical expansion of the EU list of non-cooperative jurisdictions for tax purposes and enhancing the transparency of the Group’s work, one of measures being a thorough reorganisation of the Group’s webpage in view of facilitating the public access to the information that was published.
