The Central Government Debt and Guarantees monthly bulletin for January 2024 has been published

The central government debt[1] as at end-January 2024 amounted to BGN 41,254.2 million, decreasing by BGN 127.0 million as compared to end-December 2023. Domestic debt amounted to BGN 10,674.3 million and external debt – to BGN 30,579.9 million.

The central government debt/GDP ratio[2] is 20.0 %, decreasing by 1.5 percentage points as compared to its level as of 31 December 2023 (21,6 %).

The domestic debt/GDP ratio is 5.2 % and the external debt/GDP ratio is 14.9 %. In the central government debt structure for January 2024, the share of domestic debt and of external debt was 25.9 % and 74.1 %, respectively.

As regards the debt structure by instruments, as of 31 January 2024 the main share continued to belong to bonds issued on international capital markets – 60.1 %, followed by government securities issued on the domestic market – 25.2 %, and loans – 14.7 %. As regards the interest structure of debt, the trend for predominance of debt with fixed interest rate (98.9 %) was preserved; as regards the currency structure of debt, the debt instruments denominated in EUR and BGN continued to have a large relative share (99.9 %).
As regards the maturity structure of debt by original maturity, the debt instruments with maturity of over 10 years have the largest share – 56.9 %, followed by those with maturity from 5 to 10 years – 33.2 %, those with maturity from 1 year to 5 years – 9.6 %, and those with maturity below 1 year – 0.3 %. As regards the structure by residual maturity, the share of debt up to 1 year accounts for 9,7 %, that from 1 year to 5 years accounts for 26.3%, the debt from 5 to 10 years accounts for 35.4% and that over 10 years accounts for 28.6%.

As of 31 January 2024, the central government guaranteed debt was BGN 719.5 million. Domestic guarantees amounted to BGN 57.1 million and external guarantees – to BGN 662.4 million. The central government guaranteed debt/GDP ratio is 0.3 %. 

According to the official register of government and government guaranteed debt, kept by the Ministry of Finance on the grounds of Article 38, paragraph 1 of the Government Debt Law, at end-January 2024 the government debt reached BGN 40,512.9 million, being 19.7 % of GDP. Domestic debt amounted to BGN 10,615.4 million and external debt – to BGN 29,897.5 million.  

Government guaranteed debt in January 2024 amounted to EUR 1,605.9 million; domestic guarantees amounted to BGN 57.1 million, with the government guaranteed debt/ GDP ratio being 0.8 %.

[1] Central government debt is the debt of the central government pursuant to Council Regulation (EC) No 479/2009 of 25/05/2009 on the application of the Protocol on the excessive deficit procedure annexed to the Treaty establishing the European Community.
