MoF STARTS PUBLISHING DAILY TRANSACTIONS IN SEBRA SINCE 2 JULY 2012

In order to ensure publicity and transparency of budget performance, a Council of Minister's Decree introduces a requirement for publication of daily payments in the System of Electronic Budget Payments (SEBRA). In line with the Decree, since 1 July 2012 the Ministry of Finance starts publishing daily information about SEBRA payments and any other payments from BNB accounts on its website. The first data on SEBRA transfers made in the first business day of this month, i.e. 2 July, will be published on Tuesday, 3 July.
Information will cover the payments made in each business day at the level of the first-level system and by code for the types of payments in SEBRA. The information for the relevant day will also cover data by code for type of payments for the payments of the relevant first-level system, for the transfers/subsidies/provisional non-interest loans from the central budget to municipalities, as well as data about other payments such as: subsidies and capital transfers to non-financial enterprises and non-profit organisations, government debt service payments (interest and principal), contribution to the European Union budget, etc.
The Council of Minister's Decree envisages for first-level spending units included in SEBRA to publish as from 1 August 2012 daily information about payments in SEBRA in aggregate for the first-level system, by second-level systems/units and by code for type of payment for each business day. The same procedure will be used for the publication of the information from the Bulgarian Academy of Sciences, from state higher institutions, from the National Fund to the Ministry of Finance and from the State Agriculture Fund.
The Decree recommends that the Supreme Judicial Council and the National Assembly publish information about their spending units.
