Operational Programme Administrative Capacity (OPAC) will be able to cover the need for training of the staff of municipal administrations. This will be possible with the new application procedure under sub-priority 2.2 "Competent and Effective Public Administration". Municipalities will be able to take part in the projects of the Institute for Public Administration and the National Association of Municipalities which are also funded by the Programme. Almost 250 representatives of municipal administrations took part in the information campaign of the new procedure.

The deadline for application is 16 November, with the aim being to conduct all the training and make and finalise all payments by the beginning of 2014. The budget of BGN 20 million allows financing a great number of small and easily implementable projects. The minimum threshold is BGN 20,000 and the maximum threshold is BGN 90,000. The procedure thereunder will be simplified and the contractors may be selected by public invitation.
