EFFICIENT USE OF OPAC FUNDS, ACCORDING TO THE INTERIM PROGRAMME EVALUATION

The interim evaluation of Operational Programme Administrative Capacity was completed in December 2011 by SMART in the course of three months.
According to the main conclusions and recommendations of the report, OPAC priorities are up-to-date, fall within the scope of the examined strategic documents and meet the objectives of the administrative and judicial reform. The Programme covers the relevance criterion and manages to satisfy the needs of the beneficiaries and the target groups in a timely manner for it is in line with the strategic documents, and the procedure for the elaboration of the Indicative Annual Working Programme is effective. The report also states that because of the process of evaluation and contracting, the deadlines of the stages of calls for proposals and evaluation of projects under OPAC procedures had been extended prior to 2010, while this trend was a reverse one in 2011. Compared to the other 6 OPs, OPAC is the most advanced programme in percentage terms as to fund absorption. Another important conclusion in the paper is that OPAC projects register efficient absorption of funds.
