Central Government Debt and Guarantees Monthly Bulletin for February

Central government debt[1] as of end-February 2022 amounts to BGN 32,516.0 million, which is a decrease by BGN 2.7 million as compared to end-January2022. Domestic debt amounts to BGN 8 908.4 million and external debt to BGN 23 ,607.6 million.  

At the end of the reporting period the central government debt-to-gross domestic product (GDP) ratio[2] is 22.7%, with the share of domestic debt being 6.2% and of external debt – 16.5% of GDP. As regards the subsector’s debt structure, the share of domestic and external debt for February 2022 is 27.4% and 72.6%, respectively.

As regards the debt structure by instruments, as of 28 February 2022 the main share continues to belong to bonds issued on international capital markets – 54.4%, followed by government securities issued on the domestic market – 26.2%, and by government loans – 19.4%. As regards the interest structure of debt, the trend for a predominating fixed interest rate debt (97.8%) is preserved; as regards the currency structure of debt, EUR- and BGN-denominated debt instruments continue to have a large relative share (99.8%). As regards the maturity structure of debt by original maturity, the debt instruments with maturity of over 10 years have the largest share – 62.3%, followed by those with maturity from 5 to 10 years – 28.9%, from 1 to 5 years – 8.6% and up to 1 year – 0.1%. As regards the structure by residual maturity, there is a balanced distribution of the forthcoming maturities – the payments up to 1 year account for 8.6%, those from 1 to 5 years account for 35.6%, the payments from 5 to 10 years account for 31.8% and those over 10 years account for 24.0%.

As of 28 February 2022, central government guaranteed debt amounts to BGN 555.2 million. Domestic guarantees amount to BGN 67.2 million and external guarantees – to BGN 488.0 million. The central government guaranteed debt/GDP ratio is 0.4%.

According to the official register of government and government guaranteed debt kept by the Ministry of Finance on the grounds of Article 38(1) of the Government Debt Law, government debt at end-February 2022 reaches BGN 31,218.5 million, or 21.8% of GDP. Domestic debt amounts to BGN 8,637.1 million and external debt – to BGN 22,581.4 million. 

In February 2022, government guaranteed debt amounts to BGN 1,935.2 million, domestic guarantees amount to BGN 67.2 million, with the government guaranteed debt-to-GDP ratio being 1.4%.

[1] Central government debt is the debt of the central government pursuant to Council Regulation (EC) No 479/2009 of 25.05.2009 on the application of the Protocol on the excessive deficit procedure annexed to the Treaty establishing the European Community.
