With regard to the information disseminated in the public space on a prepared merger of the two revenue administrations - the National Revenue Agency and the Customs Agency, we would like to inform you as follows:

The Ministry of Finance is neither developing, nor preparing for implementation a concept framework or plan for a future united structure, which includes the merger of the two revenue agencies - the National Revenue Agency and the Customs Agency. Any decision on the establishment of a united revenue agency is beyond the powers of the caretaker government.

The preparation of such large scale administrative reform includes broad public discussions and consultations with all stakeholders. A detailed analysis needs to be prepared in advance as regards the implementation of such a united structure which would affect a wide range of natural and legal entities and would influence the administration of the revenues from customs duties, taxes and mandatory social security contributions. The analysis should cover the legislative basis, the structures, the functions and the activities of the revenue agencies and should include an impact assessment as well as an examination of the practices in other EU Member States and third countries.
