"The transparent and effective management as well as the quality control over public procurement assignment under OPAC projects are crucial for the successful implementation of the Operational Programme and for minimizing the risk of losing funds. In reply to the challenges facing the beneficiaries in the organization and implementation of public procurement assignment procedures we have set up a new unit in OPAC for ex-ante control, namely the Control and Irregularities Division", the Head of OPAC Managing Authority Monika Dimitrova-Beecher addressed the participants in the Regional Conference on Transparency in Government Procurement organized by the US Embassy in Bulgaria and the American Chamber of Commerce in Bulgaria.
Monika Beecher presented the experience of Operational Programme Administrative Capacity (OPAC) in the field of public procurement. She acquainted the participants with the forms of control (ex-ante, on-going and ex-post), exercised by the OP experts, as well as with the preventive measures taken by the Managing Authority. The OPAC Head emphasized that it was crucial to speed up the introduction of e-procurement which would undoubtedly enhance the effectiveness of public expenditure. "E-procurement presumes simplification of the assignment process, increased transparency and easier access for participation therein", Monika Beecher stated. In this context she also reminded the important projects under the Programme in the field of e-governance.
