OPAC REQUESTED FURTHER BGN 8.9 MILLION FOR REIMBURSEMENT BY THE EC

02.04.2014

Since the beginning of 2014 over BGN 23.2 million have been paid to beneficiaries under Operational Programme Administrative Capacity (OPAC) and from the beginning of the programming period in 2007 - BGN 212.7 million in total. This is 60.2% of the overall OPAC budget.

At the same time the accelerated verification process continues and as a result thereof the OPAC Managing Authority released a new report for certification with the request for reimbursement of BGN 8.9 million. This amount includes 199 requests for payment by beneficiaries and has been verified by the OPAC experts in the past three months. Approved or verified expenditure made by OPAC beneficiaries after 2007 total BGN 179 million (50.6% of the budget).

The OPAC MA analysis shows that thanks to the ex-ante control a considerable number of omissions or errors have been corrected and violations in the selection of order and preparation of documentation for public procurement award are avoided. The risk projects have been analysed and they are monitored on a daily basis.

To minimize the risk of losing funds OPAC MA has taken measures for amending the 2014 Indicative Annual Working Programme and announcing new procedures whereby the overall Programme budget will be over-contracted. Since the beginning of the year contracts have been concluded to the amount of BGN 11.8 million; thus the contracted funds under OPAC amount to over BGN 343 million, or 97.1% of the overall budget.
