OPAC PRESENTS GOOD PRACTICES AT MONITORING COMMITTEE MEETING

Projects outlined as good practices under Operational Programme Administrative Capacity (OPAC) will be presented at the 10th Monitoring Committee of the Programme.  It will be held on 14-15 June in Pravets and the Supreme Judicial Council will present a pilot project for introduction of video conference equipment for examination, expertise, testimony and submission of material evidence. OPAC-funded systems have been installed in the Court of Sofia and in the Central Prison in Sofia used for early conditional unprisonment, as well as for interconnection between the Court of Sofia and Belarus in a court case.

Under another project the Sustainable Energy Development Agency has introduced an automated information system for monitoring and management of the energy efficiency status in Bulgaria including discussion fora for feedback from citizens. Electronic information newsletters on various topics, such as energy efficiency certification of buildings, energy observation of sites, etc, are expected to be created. 15 administrative services will be delivered electronically in the municipality of Smolyan under an OPAC-funded project, and the mayoralties in the region are connected in the Uniform Information System and are equipped with computers and printers.

The Indicative Annual Working Programme for the rest of the year will be presented by Ms. Monica Dimitrova, head of the OPAC Managing Authority. The MC will consider the possibility for opening in September two competition procedures under sub-priority 2.2 "Competent and Effective Public Administration": one for central and regional administrations and another one for municipal administrations. The meeting will be attended by Mr. Philip Hatt, head of Romania, Bulgaria and Malta Division of DG Employment, Social Affairs and Inclusion, Kiril Kiryakov from the same directorate, Valeri Borissov, Deputy Minister for Transport, Information Technologies and Communications and Secretary of the E-Government Council, and Ms. Lilia Uleva, Secretary of the Council for Administrative Reform to the Council of Ministers.
