EU funds and other donors

The EU regional policy, also known as the Cohesion Policy, is carried out by the structural instruments, which complement and expand their purpose and focus within each programming period. Its main goal - to achieve economic and social convergence with other member states - has been maintained during the three programming periods after Bulgarian accession to the EU in 2007.

From 2007 and until present days Bulgaria has received and continues to receive significant financial support from the structural funds (for the 2007-2013 programming period), from the European structural and investment funds (for the 2014-2020 programming period), from the European funds for shared management (for the 2021-2027 programming period), as well as from other EU instruments and donor programs as a beneficiary country.

The multiannual financial framework for the 2021-2027 programming period also includes new EU instruments, initiatives and trust funds (e.g. the Recovery and Resilience Facility, the Just Transition Fund, etc.) in order to complement the general financial resources and support the implementation of the investment and reform programme at the national level.

The focus of this resource is to promote sustainable socio-economic and territorial cohesion, a social and inclusive Europe and smooth and fair environmental and digital transition. The Cohesion Policy priorities of the EU for the 2021-2027 programming period are:

  • more competitive and more intelligent Europe;
  • a greener, low-carbon, transitioning to a zero net carbon emissions economy and sustainable Europe;
  • a more connected Europe by improving mobility;
  • a more social and inclusive Europe;
  • Europe closer to citizens, for a bottom-up approach based on certain places by empowering the subregional territories and local communities to define their own priorities and projects in an integrated and inclusive way;
  • a just transition towards the Union's 2030 energy and climate targets and a climate-neutral Union economy by 2050 based on the Paris Agreement.
