The public administration and the judiciary may apply under 5 new procedures under Operational Programme Administrative Capacity (OPAC) totaling BGN 15 million. OPAC will deliver BGN 5 million for improving the qualification of magistrates through the introduction of good practices. The Supreme Judicial Council, the Inspectorate to the Supreme Judicial Council, the Supreme Court of Cassation, the Supreme Administrative Council and the Prosecutor's Office of the Republic of Bulgaria may apply under this measure. This is the first time when documents may be submitted electronically, thus aiming to optimize and accelerate the process of preparation and submission of calls for proposals. 

The other four procedures are targeted at the public administration. The Council of Ministers may apply under two procedures totaling BGN 5 million for the establishment of an integrated information system for the needs of the administration. The aim is to enhance the openness and predictability of the administration's operation, to improve its accessibility and the mechanisms for coordination and management of human resources. Another BGN 4 million may be contracted for improvement of the skills of staff at all levels of administration in specialized fields such as audit and control of the administration's activity, security of information, crisis and disaster management. The procedure is aimed at central administrations. OPAC will deliver BGN 1 million to the Ministry of Finance for public-private partnership.
