The Network and Information Security Officer is directly subordinate to the Minister of Finance and in this position assists the Minister by leading, coordinating and organising the activities related to achieving a high level of network and information security of the Ministry, in accordance with the legal framework, policies and objectives in this area.

Functions of the Network and Information Security Officer:

Advises the management of the Ministry of Finance in connection with network and information security.

Participates in the development of policies, rules, procedures, plans for handling incidents and other relevant documents related to network and information security.

Manages the regular risk assessments for network and information security. Periodically, but not less than once a year, prepares reports on the state of network and information security and submits them to the Minister. Is alert for the emergence of new cyber threats and proposes measures to counter them.

In the event of an incident, notifies CERT Bulgaria – the National Center for Incident Response, within the time limits and under the procedure laid down in the Cybersecurity Act. Keeps a register of incidents, participates in checks as to the relevance of the plans for dealing with incidents and the action plans in case of accidents, disasters or other force majeure circumstances, analysing the results of them and proposing, if necessary, changes to the plans. After analysing potential incidents related to network and information security and the reasons for their occurrence, the officer proposes measures for their reduction and prevention.

Offers and coordinates trainings in connection with network and information security, cooperates in conducting audits, inspections and surveys and interacts with other administrations, organisations and experts working in the area of information security and proposes sanctions for those who have violated the measures for network and information security.
