The Inspectorate reports directly to the Minister and ensures the performance of the Minister's control functions in respect of Government policy implementation by exercising administrative control within the Ministry and within the administrative structures whose heads are second-level spending units to the Ministry. It performs inspections according to an annual plan endorsed by the Minister, as well as inspections in connection with proposals or alerts, and also with regard to cases of high public interest. The inspections are carried out on the grounds of written orders or written instructions of the Minister.
The Inspectorate's activities are focused on comprehensive, objective, unbiased and precise clarification of the cases inspected and on proposal of measures for their solution in order to prevent and remedy any disturbances in the functioning of the administration, to improve the work of the administration and to prevent and limit corruption by:
- carrying out planned and ad hoc inspections of structures, activities and processes related to the performance of the administrative activities within the Ministry and within the administrative structures whose heads are second-level spending units to the Ministry;
- assessing the corruption risk and proposing measures for its limitation;
- collecting and analysing information and carrying out inspections at its own initiative to ascertain violations, potential corruption cases and ineffective work of the administration;
- carrying out inspections in connection with alerts and proposals against illegal or incorrect acts or omissions of employees of the Ministry or of the the administrative structures whose heads are second-level spending units to the Ministry;
- drawing up acts for administrative violations, where this is provided for in a law, in case of violations by the employees of the Ministry and of the administrative structures whose heads are second-level spending units to the Ministry;
- controlling the observance of the laws, by-laws and internal acts for the organisation of work by the employees of the Ministry and of the administrative structures whose heads are second-level spending units to the Ministry;
- potentially making proposals to the Minister for starting disciplinary proceedings in the event of breach of duties or of the Code of Conduct of Civil Servants;
- exercising control and making inspections under the Law on Combating Corruption and Forfeiture of Unlawfully Acquired Assets;
- participating in the elaboration of drafts and making proposals for new or amendment of internal acts governing the organisation of work and the activities of the Ministry and of the administrative structures whose heads are second-level spending units to the Ministry;
- submitting alerts to the Prosecutor's Office about any offences of the employees of the Ministry and of the administrative structures whose heads are second-level spending units to the Ministry, ascertained in the course of inspections;
- carrying out inspections on the provision of administrative services;
- performing other activities related to administrative control, stemming from legal acts or assigned by the Minister.
