VLADISLAV GORANOV ABOUT THE 2015 BUDGET: WE HAVE PREPARED A BUDGET IN THE NAME OF REALITY

06.12.2014

"We have prepared a budget in the name of reality - that is what we produce, that is what we collect from the people, and we are spending more than we collect - the deficit for 2015 is BGN 2.5 billion", Minister of Finance Vladislav Goranov stated in the Panorama programme of BNT.  "There is no way a state that 25 years ago redistributed 100% of GDP and the people wanted to rely on it a 100% at a given moment to distribute 35% of GDP and the people still to expect that it could handle 100% of the country's problems", the Finance Minister explained. "The budget is a function of what we generate and the attitude of society towards the redistributive role of the state. It can always be different", Minister Goranov reminded.

The Finance Minister commented that the criticisms to every budget during the years were usually three - there are no reforms in the budget, there are no ambitions, and the third, depending on the economic cycle, is that it is generating either growth or inflation. "I can agree only with the accusation that I cannot solve all the problems the people expect to be solved within the framework of this budget", Minister Goranov noted.  He pointed out that the first task of the Government had been to handle a comparatively crisis situation - frozen EU funds, not replete Bank Deposit Insurance Fund that two weeks after the formation of the Government began to pay out the insured deposits in a bank in bankruptcy.

"The state has done its job", thus Minister Goranov commented the subject of the payment of the deposits in the CCB. "The first day the paid out deposits amounted to around BGN 1.4 billion, but the second day the amount was considerably smaller. The people understand that there are no reasons for hysteria, that they have nothing to do with CCB anymore and that actually they enter nine of the most stable Bulgarian banks selected under criteria", the Finance Minister stated.
