Education:

He has a Master's degree in economics at the Dimitar A. Tsenov Academy of Economics in the town of Svishtov. He holds a PhD degree in Economics with a specialty in Economic Activity Accounting, Control and Analysis.

Professional experience:

Dr. Stefan Belchev has professional experience of 28 years in the field of public sector internal audit and financial control. He started his career in 1996 as a financial auditor in the Sofia Department of State Financial Control. He was a financial expert at the Head Office of State Financial Control and a state internal auditor at the Public Internal Financial Control Agency. He was appointed as Director of the Internal Audit Directorate of the Ministry of Finance in 2006 and from 2016 to 2021 he was Director of the Control Methodology and Internal Audit Directorate of the Ministry of Finance. From July 2021 to February 2024, he was Director of the Public Financial Inspection Agency and at present he has served as Director of the Capital Investment Control Directorate of the Ministry of Finance.

In performing his functions Stefan Belchev manages and coordinates the activity of The Public Procurement Agency and The Public Financial Inspection Agency as well as The Control of Capital Investments Directorate. He observes and coordinates the activity of Control of Methodology and Internal Audit Directorate with the exception of the internal audit function.
