Directorate's task:

The directorate is part of the state administration under the Minister of Finance. The directorate assumes the responsibility and tasks of a central purchasing body (CPB) as per art. 37 of EU Directive 24/2014. The main objective of the directorate is to improve the efficiency of the public procurement process in the central government by conducting centralised public procurement procedures.

The legal basis for the establishment of the CPB stems from article 96 of the national Public Procurement Law. The scope of its operation is defined under Council of Ministers’ Decree No.385/2015 (CoM Decree) as amended.

Structure:

The CPB directorate is structured into two departments:

Department Centralised Public Procurement

Department Framework Agreements

The CPB tasks include but are not limited to the following:

  • Planning, preparation and launch of centralised public procurement procedures for acquisition of goods and/or services intended for a number of contracting authorities;
  • Award of framework agreements and establishment of dynamic purchasing systems for goods or services intended for use by public administration contracting authorities;
  • Monitors and controls the implementation of the framework agreements concluded by CPB;
  • Provides guidance to Contracting Authorities;
  • Develops analyses and reports.
